Sales charges must be reasonable in terms of the services rendered. Under federal law, a sales load must not exceed 9% of the sum of the annual premiums that the insured would be expected to pay during the lesser of (1) her anticipated life expectancy or (2) twenty years.

I passed the 66, SIE first tries -- received a 69% on the 7 (failed), but passed on the 2nd attempt.
