Municipal Governance

A municipality that is governed by a mayor or other governing official with strong executive powers tends to be more attractive to investors than one whose leadership is more limited by the legislative process.

There are a few things to look for to determine if a municipality has a strong executive:

• • The executive serves at least four-year terms and can be reelected an unlimited number of times.
• • The executive wields the power to appoint and remove municipal personnel.
• • The executive controls aspects of the bu
