In 1999 the Gramm-Leach-Bliley Act allowed commercial banks, investment banks, and insurance companies to combine into one large conglomerate enterprise. Because this combination of firms raised the possibility of one part of the company sharing customers’ private information with other parts of the firm, the Act included requirements that the SEC create a set of customer privacy rules.
