An aim of the program had been to increase the demand for municipal securities by attracting investors who normally avoid that market. That increased demand gives issuers access to a broader and more liquid market and enables them to sell longer maturity bonds than retail investors usually seek. Most Build America Bonds were issued with maturities of 20 years or more.
