Sometimes a large municipality offers a sales or income tax that it can use to help pay its debts.

User fees, such as parking permits and marriage licenses, as well as fines for traffic and code violations, add non-tax revenue to a municipality’s income.

Revenue from such taxes and fees may also be used to back general obligation bonds.
