Member firms may not offer any security or confirm any purchase or sale of a security at a discounted price to any person who is not in the investment banking or securities industry.

Nor may a member firm transact with a non-member broker-dealer except at the same prices, commissions, or fees as it offers the general public. In addition, the member firm is forbidden to join with a non-member in any syndicate that contemplates the distribution of securities to the public.
