Definition of the term Book-building...

the standard method of allocation in a securities offering, in which IOIs collected during the cooling-off period are kept in an order book, to be allocated after the formal start of the offering based on multiple factors, such as maintaining relationships with institutional investors and avoiding investors with reputations for flipping.
